AB32

This web page was created for the members of the
California Metals Coalition to assist with California's AB 32.


AB 32 OVERVIEW:

Assembly Bill (AB) 32 was signed into law by Governor Schwarzenegger on September 27, 2006. The bill goes into effect on January 1, 2007. AB 32 establishes annual mandatory reporting of greenhouse gas emissions for “significant” sources. As signed into law, the bill does not include a list of affected entities or industry sectors, simply stating that it will regulate “any source, or category of sources” that the California Air Resources Board determines to be “significant.” The goal of AB 32 is for California to reduce its greenhouse gas emissions 25% by the year 2020. This is a state goal, not an individual company mandate. An emission trading program is expected to achieve this statewide goal.

AB 32 DEADLINES:

AB 32 is an ambitious piece of legislation with many deadlines occurring quickly. The California Metals Coalition (CMC) has listed the following expected deadlines for its members on AB 32. As with any piece of legislation, deadlines are expected to occur as planned but could be delayed or even moved forward with state action.

  • December 31, 2006: Last day to voluntarily join the California Climate Action Registry (CCAR).
  • January 1, 2007: AB 32 takes effect.
  • June 30, 2007: Air Resources Board will publish the list of early action GHG reduction measures.
  • January 1, 2008: Air Resources Board will adopt regulations to establish the state’s mandatory GHG reporting and verification program.
  • April 1, 2008: Reporting begins for GHG Emissions from Stationary Combustion Sources.
  • January 1, 2009: Air Resources Board will prepare/approve a scoping plan for achieving the set emissions limit for 2020.
  • January 1, 2010: Air Resources Board will implement the emission reduction measures identified in June 2007.
  • January 1, 2011: Air Resources Board will adopt GHG emissions limits and emission reduction measures based on January 2009 scoping plan, effective in one year.
  • January 1, 2011: ARB may adopt a market-based “cap and trade” system with associated limits on the state’s GHG sources applicable from January 1, 2012 to December 31, 2020.
  • January 1, 2012: Regulations from 2009 scoping plan will take effect. Market-based “cap and trade” regulations also may take effect.
  • January 1, 2020: Deadline for state to achieve 1990 levels (25% reduction) of GHG emissions.
